کشور با راستی و درستکاری، به‌سامان می‌رسد؛
جنگ با شگرد و نیرنگ، به‌پیش می‌رود؛
اما، جهان با بی‌کرداری، گشوده می‌شود.
این را چگونه دریافتم؟
هرچه دستورها افزون‌تر، مردمان نادار‌تر؛
هرچه جنگ‌افزارها فراوان‌تر، کشورها بی‌سامان‌تر؛
هرچه شگردها دلکش‌تر, مردمان هوسبازتر؛
هرچه فرمان‌ها پرشمارتر، راهزنان و دزدان بیشتر.
پس؛ فرزانه می‌گوید:
چون بی‌کنش باشم، مردمان خودبه‌خود درست می‌شوند؛
چون آرام باشم، مردمان خودبه‌خود راست می‌گردند؛
چون پادرمیان نگذارم، مردمان خودبه‌خود دارا می‌شوند؛
و چون بی‌خواهش باشم، مردمان خودبه‌خود ساده و بی‌آلایش می‌مانند.

A state is brought into order
through integrity and uprightness;
war advances
through stratagem and cunning;
yet the world is opened

The more commands are increased,
the poorer the people become;
the more weapons abound,
the more disordered the realms grow;
the more alluring the devices,
the more indulgent the people turn;
the more numerous the decrees,
the more thieves and bandits arise.
Thus the sage says:
When I abide in non-action,
the people correct themselves;
when I remain tranquil,
the people become upright of themselves;
when I do not intervene,
the people grow prosperous on their own;
and when I am without desire,
the people remain, of themselves,
simple and unadorned.
